Dear President Smith: This letter is to inform you of the determinations made by the U.S. Department of Education, Office for Civil Rights (OCR), based on its investigation of the above-referenced complaint filed against Elmira College (the College).

This investigation was based on a complaint from a student who said Elmira responded improperly to her report that she had been sexually assaulted by a fellow student.
The Office for Civil Rights found that the college's response to the complainant violated Title IX because it was not prompt — the college took about four months to complete its investigation. The Education Department said there was also "conflicting information regarding whether Elmira provided appropriate interim measures to the complainant while it investigated her complaint."
Elmira agreed to take several steps to remedy its Title IX shortcomings. They included revising its notice of nondiscrimination, providing training to responsible employees and Title IX officers, conducting climate surveys, and other measures.
